Before importing into the U.S., both foreign and domestic importers must register with Customs and Border Protection (CBP). This process, often referred to as Importer of record Registration, involves completing the Importer Identity Form, also known as CBP Form 5106.

Why do I need to complete a Power of Attorney(POA)?
Submitting official documents to CBP on your behalf is classified as “customs business.” CBP requires a POA to be on file for all customs business activities performed by Customs Brokers on behalf of their clients. Because Importer of Record (IOR) and Foreign Importer of Record 9FIOR) registration is considered customs business, a POA is required by CBP.
My company is located outside of the U.S. Can I register as an Importer of Record?
Absolutely! You will complete the registration process and become a Foreign Importer of record (FIOR). The process is similar to how it works for companies located in the U.S. You'll just need to submit one additional form as part of the registration.
What if I’m already registered with CBP and just need to update my information?

What if I’m already working with another company?

I have two business facilities, which one should I list on the registration application?
Whichever one of the two facilities you prefer to receive correspondence from CBP at is the facility that you should list in your application. CBP will occasionally send important documents to you including notices, duty drawback checks, and more. Be sure that you list the correct address where you want to receive these messages.
What if I have a personal shipment?
If you have a personal shipment being shipped directly to you that is valued at $2,500 or more, you will need to complete CBP Form 5106 and register as an Importer of Record or Foreign Importer of Record with CBP.
