Harbor Maintenance Fee (HMF)

A fee assessed by U.S. Customs and Border Protection (CBP) on cargo imported to, exported from, or transported between ports in the United States.

What is Harbor Maintenance Fee (HMF)?

The Harbor Maintenance Fee (HMF) is a fee assessed by the U.S. Customs and Border Protection (CBP) on imports, domestic shipments, and Foreign-Trade Zone (FTZ) admissions. It’s calculated at 0.125% of the value of the commercial cargo shipped if the loading and unloading occurs at a port. 

HMF is not collected on cargo imported or transported via air.

The HMF was created by the Water Resources Development Act of 1986 and is used to fund the maintenance and improvement of U.S. ports and harbors. The fee is collected by CBP and deposited into the Harbor Maintenance Trust Fund. The fund is then distributed to the U.S. Army Corps of Engineers, which is responsible for maintaining and improving U.S. ports and harbors.
